How Often Should You Clean Your Cooling Tower

NYC Local Law 77 Compliance Cleaning
Local Law 77 of 2015
Local Law 77 was enacted after the 2015 Bronx Legionnaires’ outbreak and remains the foundation of NYC cooling tower compliance. The law requires building owners to register every tower, maintain a written maintenance plan, perform inspections and testing every 90 days, and clean and disinfect any tower that has been offline for five or more days. Cleaning has to be performed by a qualified person and documented for inspection by the NYC Department of Health.

Local Law 159 and What Changes in 2026
Local Law 159 of 2025
Local Law 159 was passed by the City Council in October 2025 in response to the summer 2025 Central Harlem outbreak that resulted in 114 confirmed cases and seven fatalities. The law takes effect May 7, 2026, and changes Legionella testing for all NYC cooling towers from every 90 days to every 31 days.
For most buildings, that means going from three or four tests per cooling season to nine or ten. Buildings that operate cooling towers year-round will jump from five tests to fourteen. Cleaning requirements under Local Law 77 stay in place, and additional changes to Chapter 8 of Title 24 are currently in formal rulemaking with a public hearing held March 16, 2026. Expected updates include New York State laboratory certification requirements for sample analysis, annual maintenance program certification, and enhanced commissioning, shutdown, and corrective action protocols.

Monthly testing leaves less room to catch and correct a contamination issue before it shows up on the next sample.
