New York City water treatment from the team that has run cooling tower compliance and Legionella programs in the five boroughs since 1992. Local Law 77 today. Local Law 159 starting May 7, 2026.
Water Treatment Built for the Way NYC Buildings Actually Run
New York City water treatment is not the same as water treatment anywhere else. Aging infrastructure. Year-round demand on cooling towers and boilers. The strictest cooling tower regulations in the country. And starting in 2026, a new layer of monthly Legionella testing on top of everything else.
Tower Water has worked in this environment since 1992. We are headquartered in NJ with a New York City office at 1460 Broadway, and we treat water systems for commercial real estate portfolios, residential high-rises, pharmaceutical sites, data centers, hotels, and educational institutions across the five boroughs. Every program we run is a managed service agreement built around routine testing, accurate reporting, and full compliance documentation.
NYC Cooling Tower Compliance, Without the Guesswork
Two laws shape how cooling tower water has to be managed in New York City. Both require documentation. Both carry violations. And the second one is changing the testing schedule for every building manager in the city next year.
Local Law 77 of 2015
Local Law 77 was enacted after the 2015 Bronx Legionnaires’ outbreak and remains the foundation of NYC cooling tower compliance. Every cooling tower in New York City has to be registered with the Department of Buildings, tested for Legionella every 90 days during operation, inspected quarterly, and managed under a written maintenance program. Records have to be available for NYC Department of Health audit at any time.
Tower Water handles registration, testing, sampling, lab coordination, and the documentation trail your building needs to pass inspection. Learn more about our cooling tower compliance services.
Local Law 159 of 2025
Local Law 159 was passed by the City Council in October 2025 in response to the summer 2025 Central Harlem outbreak that resulted in 114 confirmed cases and seven fatalities. The law takes effect May 7, 2026, and changes Legionella testing for all NYC cooling towers from every 90 days to every 31 days. For most buildings, that means going from three or four tests per cooling season to nine or ten.
We are already updating client programs to meet the new schedule, coordinating lab capacity, and preparing reporting workflows so the change is invisible to building managers when it takes effect. For the full breakdown, read our guide on the new NYC Legionella testing requirements.
Routine Testing That Holds Up to a DOH Audit
Compliance is not a checklist you fill out once. It is a paper trail. When the DOH shows up, the question is whether your water treatment vendor can hand over twelve months of test results, dosing logs, sample chains of custody, and corrective action notes within minutes.
Our technicians handle every site visit the same way. Water gets tested on site with calibrated equipment. Samples get logged, sent to certified labs when required, and uploaded to your compliance file. You get a report after every visit, and the full history sits in one place if you ever need it. This is the difference between a vendor and a managed service partner.

Why NYC Buildings Choose Tower Water for Water Treatment
If you manage a building in NYC, water treatment is one of the few maintenance items where the law dictates the schedule and the documentation. Local Law 77 already does. Local Law 159 is about to triple the testing frequency.
Tower Water has been doing this in New York City since 1992. We know the buildings, the regulations, the inspectors, and the realities of running a service program in a city where access windows are tight and downtime is expensive.
Every account has a dedicated technical account manager who knows your systems, your history, and your reporting requirements. You are not handed off between reps. You are not paying for chemicals you do not need. You are paying for a managed program that keeps your equipment alive longer and keeps your compliance file audit-ready.
We work as a managed service partner, not a one-time vendor. Cleaning, testing, treatment, and compliance documentation all run through the same team, with one point of contact and one record for inspections.
